Designed for Freshman through Senior students at Ray and Hayden High Schools, the objective of Junior Chamber is to provide students the opportunity to network with local business and government leaders, while working together to promote economic, civic, commercial, cultural, industrial, and educational interests in their communities. The core values of this program are integrity, compassion, relationships, and performance. The benefits of this program help to build students’ resume material for college, and or, employment applications, as well as gaining the hands-on experience of being directly involved with community events, fundraisers, business seminars, and Chamber of Commerce meetings.
Students should apply at their respective high school via the school's Guidance Counselor. Applicants must understand that they will still be expected to attend and participate at events, on top of schoolwork, sports, and band, in order to receive credit for their volunteer hours.
At the end of each school year, a student must have completed 50 volunteer hours to reapply for the next school year and maintained at least a C average all year.
At least one Senior from each High School will receive a scholarship at the end of the school year from the Chamber of Commerce and two Seniors from either school will receive a scholarship from the Art Padilla Scholarship Fund. This scholarship will be used for college or vocational training. Seniors applying, must meet the minimum required volunteer hours, and will be asked to write an essay on the topic voted on. In the event of a tie for scholarship recipients, the Board of Directors will decide if the scholarship will go to the student with the higher score on the overall SCORE sheet, or to split the scholarship between the two. The SCORE sheet is an evaluation throughout the year to ensure students are meeting requirements and that any additional 'above and beyond' behaviors are acknowledged. Scholarship recipients will be selected not only on a high score, or an excellent essay, but also who best represents the core values of the Junior Chamber program.

Honor commitments and never compromise ethics. We will be known for living to the highest forms and standards of ethical behavior. We will speak truth and we will deliver on our promises. We will have the courage to acknowledge mistakes and do whatever is needed to address them.
We will walk in the shoes of people we serve and listen to their individual needs. We will then respond in service and advocacy for everyone, each group or community, and for society.
We will build trust through collaboration to take action and find solutions. We understand that relationships are critical to help people work together, even when their interests are not full aligned or fulfilled. We will approach all people with respect, humility, and confidence. We will confront issues, not people.
Demonstrate excellence in everything we do. We will be accountable and responsible for consistently delivering high quality and superior results that make a difference. we will challenge ourselves to strive for even better outcomes in all key performance areas.
